Unfortunately this topic wasn't discussed in english, since it is rather obscure local problem, but still we know, that various government agencies post propaganda using techniques similar to Hasbara. Since our expats are still being insulted on regular basis, we can suspect that they still do it, although not in so lame style as they did it before (by leaking military network IPs into webservers logs).
